This law represents one of the most liberal or libertarian approaches possible. For each denomination, at least four or five public hearings were provided, truly public, in which all producers of the area and the territory concerned were invited and summoned.
Article by article, they built the law from Article 1 to the last. Each one was discussed, and each article was voted on. Any objections were regularly recorded in the minutes.
